The context:
The seaquake 26 th of December 2004 has left the south of Thialandia with a number of victims equal to more than 5000 people.
A lot of these are children, others are orphans, others have been seriosly mutilated up to disablement. 
From the outskirts of Bangkok where for more than 30 years have operated the missionaries of the PIME and, in the last years, the Nuns Saveriane, a task-force of 15 operators of the mission of the PIME take turns every fifteen days to bring help in the province of Krabi, as the bishop of Sura-Thani has asked them, in the south of Thailand, where the seaquake has struck.
The collaborators, coordinated by Sister Angela Bertelli and Father Adriano Pelosin, give assistance to the orphans, particulary of the disabled ones. Many of these suffer from post-traumatic troubles from stress whose effects are the most various: depression which often conducts to suicide, aphasia, apraxia, phobias and generalized anxiety.
From an analysis of the context and of the situation has emerged the urgent necessity of welcome these children in specialized centers which can give them first aids but also treatments and rehabilitation.
However the situation of the children is far more complex and not from now. In order to have been individuated two projects which can give a contribution to the structural needs and to the emergency caused by tsunami.
 


The projects
 

A.     House for the angels

The possibility of building a multipurpose centre in the outskirts of Bangkok, which could welcome the poor children from the slums of the city who need, above all, rehabilitation, has been individuated.
The outskirts of Bangkok are composed by different slums, areas where the poor men of the city often live under conditions of strong poverty. Teuk Deng, Bangsu, Soi Mitpracha, Pak Kret, Under the Bridge Praram Hok, Thin Saphan Nuangchawee, Ban Rim Klong - Soi Santisuk, Pak Kret, Wat chong Lom, Soi Kok chek Mit Pracha Soi Chok chek: districts in which reside about 200 disabled children. Father Adriano Pelosin, with the help of Sister Angela Bertelli, nurse and physiotherapist, Somcit, professional educator, now retired teacher, and other two "Thai" girls who study psychology, take care of them going from door to door and giving the necessary cares and, when the situation gets worse, thay bring them in the different hospitals and they pay for the assistance.
Above all, these people need information and the necessary culture to know how to use the sociomedical resources which the Thai government give to the citizens.

            Therefore, the center would act as a place of: 

  •  Information

  •  coordination of the projects

  •   first help

  •  rehabilitation

  • counseling

 

The finalities and the spirit of the "House for the angels" 

The multipurpose center, "House for the angels", will be register to the Diocese of Bangkok and the animator of the House, close to sister Angela Benetelli of the Missionary institute of the Saverianes, they will be professionals "Thai."

The spirit, the finalities and the service of the House would be the followings:

1.         Evangelization and testimony of the Charity of Christ through the reception and help to disabled and orphans children and giving support to their families coming from the social level more poor (slums) in a community where the majority of people Buddhist and where this Gospel is not known yet. The solid fondation of the intent is the prayer because this project is and remains God’s gift and we will be forever their servants. 

2.         The House, foreseeing the cohabitation of disabled children and not disabled children wants to favor the interaction, the friendship and therefore to stimulate the more possible the growth and the psychomotor development of the disabled children as in a natural family and to offer the specific service of physiotherapy too.       

3.         Particularly: for the disabled children according to the situations the House can offer:

-         fixed abode, as far as the children will be received in proper house-family for the one who were abandoned or who are also orphan

-         temporary and repeated abode (twice or three times a year for 1 or 2 weeks) during which the parents or the ones in charge stay with the child to learn fundamental techniques useful to help the daily life of both and to receive support and encouragement. 

4.                  The House would serve like means to get proper tools / equipment to stimulate the functional progress (walkers, tricycles, parallel, special chairs…), the intellectual progress (educational games) and the relational progress (words communication or signs). 

5.                  The House will do everything possible to keep feeding the relationship with the parents of the children in order to get a possible reintegration in the family when it is possible and opportune. To this purpose it is necessary to value the entity of a material, economic and moral support for the family who otherwise might submit their child to other persons. 

6.                  The House doesn't want to replace public structures; rather it wants to use their service and cooperation in educational (schools), sanitary (hospitals) field and of welfare (sanitary card and for disabled) through the channels expected to such purpose from the Thai Government. 

7.                  The House proposes to offer a fundamental and effective training for the operators and for the parents / responsible of the children to facilitate the daily care favoring at the same time the physical psychological development, and the social insertion of the children creating for them and living with them in a family, pleasant, affectionate and benevolent environment. Jesus will want to make us able to realize for Your Grace and according to His desires this project in order to make Him recognized through this Work too. 

8.                  The "House for the angels" won't have any purpose of profit and in each of the developed activities we trust in the Divine Providence (through the Caritas Veneziana for the beginning and the first years of the work) and in the future maintenance of the Church. We will take care, therefore, particulary of  the children’s education and of the education of the operators to the thankfulness to the God for His Gifts and to the use of the good with discretion, care and respect for everybody. In the spirit of the Providence initiatives of "distance accompaniment" will be promoted. 

The program: 

  •  determination of the different subjects involved as personal: (nurses, physiotherapist, doctors, psychologists, educators and social assistants prepared to voluntarily work in the structure);

  •  Formation of the operators;

  •  Beginning of the building process;

  •  Capillary diffusion of the information in the city of Bangkok;

  •  Opening of the House;

Subsequently to the opening of the House, after assisting the users in the phases of emergency, as far as the orphan children of father and mother are concerned, it will be handled the insertion of them in the family-houses already managed by the PIME through Father Adriano (Responsible for the administrative aspects), Pasomcit (Responsible for the social aspects), family-houses which are supported by the "parents to distance" who assure a constant halp to the project and they guarantee the continuity of it. 

  1. The interventions for the Diocese of Sura-Thani in the province of Krabi.

The aim to pursue for the populations struck by tsunami is determining the circle and the target of population to which paying the attention. Because of the specificity of the existing intervention in Bangkok, the plan is keeping the attention towards children: traumatized, orphan, with motor problems also precedents or of handicaps. It will be important to grant the intervention with the Bishop of the place and to grant us with other working groups on the spot.

The operational scanning will indicatively have these objectives:

  •  Definition of the subjects and their position (in a family, in their relatives’ houses, at centers of gathering…);

  •  To promote economic support (through the distance help) to guarantee the scholastic continuity, and where is necessary, to guarantee the sanitary cares on the spot or in the city when there is the absence of suitable structures;

  •  To form professional operators in the "House for the Angels" to answer in a suitable way to the needs on the spot and to bring on the project, to help the families to look after in appropriate way the children, especially the traumatized ones, the orphans and the disabled;

  •  To determine when it’s possible, a common space of aggregation for growing moments on the spot, of party among children and also for their family.

The beneficiaries:

Direct: children struck from the seaquake and with handicaps by helps on the spot through prepared people or through periodics and temporary admission to House and, for children with a family, also with the presence of relatives; children of the slums in Bangkok and their relatives. 

Indirect: the "Thai" staff, that will be busy in the initiative, will be coordinated and supervised by the Nun of the Missionary institute of the Saverianes. The Thai Sociomedical Net would be integrated so that could reach those bands of populations which wouldn’t be reached because of the lack of connection to level of communication, and the Sociomedical Net of Krabi. 

Objectives and attended results: 

General objectives:

  • To intervent in the post-seaquake in the city of Krabi, trying to build a net of the local services;
  • To intervent in Bangkok, where the connection with the local institutions is known consolidating for years;
  • To give a possible future to the orphan children and disabled away from the dangers of pedofilia, of prostitution and of marginalization.

Specific objectives:

  • Activation of the contacts in the territory
  • Construction of a multipurpose center of information, which welcomes the orphans and the disabled persons, children victims of the seaquake and the poverty;
  • Activation of the center where the first necessary cares are given to the children and where is also given the possibility of accessing to the sociomedical services of the Thai territory through a correct formation. Medical, nursing, therapeutic and physiotherapeutic cares, as well as the necessary notions at the informative level (sanitary card) to be able to access to the public services.
  • To guarantee the keeping of the orphan and invalid children through their insertion in the houses family of Bangkok

The Caritas Diocesana of Venice, through the Missionary Institute of the Saverianes, will stipulate a convention of the five year duration which undertakes:

  1. to purchase the ground to build the "House for the Angels", to register to the Diocese of Bangkok;
  2. to build the "House for the Angels";
  3. to sustain the managerial costs for the first three years;
  4. to guarantee the necessary help for the nuns who work in the House;
  5. to promote suitable initiatives, which will be accorded with the Bishop of Sura-Thani for the areas directly struck by the 26.12.2004 seaquake.
